And the Infinity Gauntlet grants the owner complete power over the multiverse, only the Living Tribunal is superior. The White Phoenix's powers grant her supreme power over the 616 reality. So much that inside the White Hot Room there are several other phoenixes from other realities where they talk to each other to decide the fate of life in the multiverse.

As White Phoenix Jean is one of the balances of the universe along with Death, Galactus, and Eternity. Possibly missing someone else. Above them is the Living Tribunal and then God. But we really don't know much about White Phoenix's state. Only that she is the White Phoenix of the Crown, one of the highest ranks as she is the Phoenix itself. Likely Death is another of the highest ranks (the guy from Classic X-Men 43 and X-Men Forever first series). And that the White Hot Room is a hosptial to the universe and Jean does Phoenix Work there. The other Phoenixes are from all different realities (I'm assuming different realities because Quentin Quire was there and he hasn't ever shown any signs of the Phoenix Force besides being able to handle it as he is omega.) and are all former hosts to the Phoenix. I believe when they died they went to the White Hot Room because they were connected to the Phoenix but are no longer hosts.

Anyway back to the game. Wanda from before was really weak. From what I've read she used to faint or get horrible headaches if she used 3 hexes (2 were fine) so Jean. If Wanda's progressed from then (hopefully she has), then I still say Jean but Wanda will give a very tough fight. Possibly could win if but I don't know if this is hex Wanda or chaos magic Wanda (both from before House of M). ALso notably I found that in the 90s there were several references to Jean being the most powerful psychic in the world.

At the time Xavier was imprisoned so that's likely why he doesn't count unless she was always planned to be more powerful then him, but I don't think so. Xavier was imprisoned by the gov after Onslaught so he doesn't likely count. Nate isn't counted either for some reason, but maybe his full potential wasn't known or being from another reality somehow discounts him.

that is correct, the phoenix is part of the highest ranking of the universe, along with eternity, death and galactus (the three faces of the Living Tribunal). and just like them her powers only concern the 616 reality. each reality has a phoenix, just as each reality has it's own death and it's own eternity. I really dig marvel cosmology, so trust me on this

and Wanda was far from being a push-over. in the years b4 House of M she had turned into a badass, defeating Morgan LeFay, reconstituting Wonderman from scratch, defeating the Wrecking Crew alone and so on. She had headaches with 3 hexes back when she first joined the avengers a couple of decades ago.
