Very tricky especially since you added Jean. In Endsong Jean had the same power as the Phoenix but said this was because she was the Phoenix. I'm assuming you meant 90s level Jean, or any time before Jean unlocked her full power. The Phoenix Force can do anything so it would be the victor.
