Scarlet Witch and Falcon

Both Scarlet Witch and Falcon have skins that give them a 50% chance to "resurrect" fallen allies.  Two questions:

1.  Does the costume also allow them to resurrect themselves?
2.  Does the game simply generate a random number or something like that to determine if a character gets resurrected?

1. Depends on the coding. If "apply_self = no" is in the code, then they won't resurrect themselves.
2. I think the answer is yes. If that wasn't the case, either everyone or nobody would be resurrected.

Just an update:  Both Falcon and Scarlet Witch can resurrect themselves.
