A question about Legendary mode

PS3 version.

It's been awhile since I've played this game, and have already finished it on heroic and legendary. However, what I'm wondering is if it's possible(just like Ultimate Alliance 1) to start a new game on Legendary at level 1 or just a lower a level like say 10 or 15?(whatever level I decided to save a game file on, that isn't the default 30 for legendary)

In a few days I'll be runnin this game back, with the DLC characters added, and I want me and my gf to play it on Legendary at lower level, cause quite frankly this game was extremely easy and I want some difficulty to create the need to use all our powers and tactics to make it through. And not adding points to powers shouldn't count, because the temptation would be there constantly.
