Apologies if this seems like a daft question, but is the unmodded Iceman able to properly double-jump, as in jump once, then double-jump higher? And on a related note, does Ice Slide occur at the height level of the first jump, or the height level of the double jump?

The modded version works exactly like the unmodded version. I didn't change that part of the codes. I only added the ice-trails and other effects. So, the answer is 'no.' Ice Slide will be activated instead of an air-jump (or the second part of a double-jump sequence) in both versions. Therefore, the Ice Slide will be activated at the peak of the first jump, which is just above your enemies' heads. In this case, Iceman will usually miss the enmies and other objects on the ground. If you want to use Ice Slide as an offensive move, you should activate Ice Slide with the power button instead of pressing the jump button twice.
