I cant decide between 8 and 10 I know Jubilee and Cyc are the weakest ones there but hes a good leader and shes crafty so that would uperhand most of the other and Wolverine and Mystique well do I need to say anything? xD
But I must add District 3 also has a good chance of winning...

District 7 could be very powerful considering the environment. District 10 would have superior hunting skills plus the healing factor/shape-shifting. Morph into your opponent and trick your partner. District 9 would also be pretty strong. Colossus would be heavily protected in steel form while Jean's telepathy could keep a check on the opponents.
