and there is any character that can put out a fire?

Yes, Iceman, I've managed to do that with Freeze Beam.
I thought you could probably use Storm to do that, but I'm definitely not sure.
And finally, you do know there's a way around that door which has you fight with Ultimo, who gives you an item that's not half bad at that moment.

Iceman's probably your best bet if you want to extinguish fires. Polar Explosion, Ice Shards, or Freeze Beam are the most effective at dispatching these tasks.
