Well I think that they should make like the Ultimates: first Captain America, Thor, Wasp, Iron Man, Giant Man, Hawkeye, Black Widow and Hulk. The team leader being Nick Fury. And in the middle of the movie the rampage of Hulk and the betrayals of Black Widow and Giant Man.
Then appear Quicksilver and Scarlet Witch and the two save the Avengers, and in the end they join the Avengers.
