How to Play as Peter Parker & New Gobiln on PS3

Is there anyway how to play as Peter Parker. Only i know is:
1.Go to the 4th Mission of the Bugle
2.Wait inside the Bugle until there is a failed signal

As for the 3rd one. Which range should i take so i can use light attack 3 times from the top of Bugle & which button should be useful

New Goblin:
A.I have PS3, but cant use for DLC, how much is it & which one should i used to pay
B.Where should i bought the Collector Edition, i only have a Rp.(Rupiah), i don't have a $, Yen or all money from the             other country
