that's tricky. when hydro-man attacks he only makes namor stronger by making him stay wet. on the other hand namor can't really hurt someone made of water considering he only has physical powers (unless it's ultimate namor, if so there's no battle, just namor kicking ass). but I have faith that the greater experience, intelligence and knowledge of namor would eventually give him an answer as to how to defeat hydro-man.
