I like Scott as the leader but I think that Storm need to take the control after the second coming. Let Scott and Emma have a happy vacation on the Savage Land again ^^
So yeah I say Storm, she's a capable leader.

I think Cyclops is a better leader, he is an ultimate boy scout for me, just like Captain America :D Plus, I don't know why, but I would always use him, as a leader

It depends. Scott's dictatorship right now is terrible and I would vote for Storm. Back in the 90s they both seemed great which may be why both people had their own squads. Then both squads technically merged and Scott and Jean had their leave of absence. I haven't read the issues after that but I think Storm did pretty good alone. In the 80s she led the team powerless something which I don't think Scott could do, so I'll vote for Storm.
