a question on the second player

All of us perfectly know that the first player can use all powers of the character (the button 1,2,3 ... -). I always prefer to play with my sister,  she is the second player. But the second player can use powers, only "having connected" them, not all. Whether it is possible to make so, what the second player could use too ALL forces, how the first?

Sorry for not answering the question, but when I played mua with mods, it wouldn't let me even play with a second player
