Stat points and skill points?

Is there a way to say edit the stat points and skill points?
say add just 10 or 20, etc skill points. i know an editor but it auto adds 99999 skill points which can be a mess.

anyway so im guessing it has to do with scripts?

You could always go the Hex Editor route..

Just edit the value to say, 2? and freeze it. Then when you get down to you can put 2 more stats/skill points, then unfreeze the value.
