I read about the bugs with the last two skins and their passives, so I swapped out the Ultimate ( 4th skin )'s place with the second skin ( Original ) in the hero stat. :) xD

No I swapped their places in the hero stat, so I could use the ultimate skin without having bugged passives. But I believe that the problem with the passives is at the end of the talents file, maybe you forgot to define something so it knows for what skin it should apply too. I just know very little of this coding business from poking around talents, powerstyles and herostats of different mods xD

The line skin = 3 ; change the 3 to 4, for the last three passives in the talents file, and see if it fixes the forth skin passive problem. Im not sure in this.

Also I looked at the original Jean Grey mod's talents file. And there are 15 passive entries. 3 which have "skin = 0;", 3 that have 1, three that have 2, three that have 3 and the last three have 4. While in you talent file you have only 0,1,2,3 but not the 4. Thats I guess the only difference i found.
Hope that made sense, cuz im really bad at explaining stuff xD T_T xD

I found something, Idk if its a bug. Pyrokine Wave has a green layer on its effect. It might be a texture I don't have.
Also I think that the two Phoenix Force's have their places switched or their damage types switched idk.
Because the normal Jean Grey's Phoenix Force ( the pink one ) causes fire damage with a chance to convert enemies
and the Dark Phoenix's Phoenix Force ( the fiery one ) causes mental damage

Aww :( Good luck. The bug is probably in the Herostat or Talents file.
