why would pyro, who is not a hero and had nothing to do with the Civil War story (he's been dead for a while) be in the game?

Dagger IS in the game but she is voiced by the same person that is the voice of Songbird.They ve never used the same person for 2 main playable characters. And Iron Fist was DD during the civil war , If my memory is right.
New Lad's clues are little tricky. I am positive though that we have a mutant here.

where has it been confirmed that dagger is playable?

It hasn't. What people think is Dagger has only been seen in a screenshot. It remains to be seen whether she's playable or just an NPC.
